The EIA study will lead to the preparation of a comprehensive report, which can be used by the Federal Ministry of Environment (FMENV), to make decisions on the proposed project. Such a decision is crucial to the issuance of project clearance certificate by FMENV.

The scope of the EIA will derived from the FMENV’s guidelines for EIAs (Decree 86, 1992) and following Terms of Reference:

  • Characterisation (qualitative and quantitative) of the baseline environment conditions of the
  • study area, prior to the start of project activities;
  • Identification and assessment of potential impacts of the proposed natural gas supply project;
  • Recommendation of practical and cost-effective mitigation plans to limit or completely eliminate negative impacts;
  • Recommendation of practical and cost-effective post developmental environmental management programme;
  • Preparation of a detailed EIA report, which will form the basis for the issuance of an Environmental Impact Statement and the final clearance certificate by the Federal Ministry of Environment.

The basis of the study is the generation of baseline environmental information on the project area and characterising conditions before a project is in place. The scope of this baseline data generation process will cover the following areas:

  • Vegetation Studies
  • Soil Studies
  • Air Quality Studies
  • Climate and Meteorology Studies
  • Groundwater Studies
  • Impacts and Mitigation

The objectives of the EIA study are as follows:

  • To identify negative and positive impacts that are likely to result from the implementation of the project;
  • To generate mitigation options that can be used to reduce (or completely eliminate) the negative impacts of the project during construction;
  • To generate technical schemes which must be added to the engineering design of the project
  • To generate mitigation options that can be used to reduce or completely eliminate negative impacts associated with the operation of the system after construction;
  • To develop an Environmental Management Plan (EMP) that must be in place to ensure continuous environmental soundness throughout the project lifetime;
  • To produce a report which can be used as an effective basis for the issuance of an environmental clearance certificate by FMENV?

The final report will include the following among others:
